Sri Lanka is working to change that with GovPay, a centralized, AI-integrated platform that streamlines payments to public institutions.

Whether you're paying a traffic fine, school fee, or utility bill, GovPay allows citizens to complete transactions online securely and efficiently.

What Is GovPay?

Launched in early 2025, GovPay is a national initiative created by the Information and Communication Technology Agency (ICTA) in partnership with LankaPay, the Central Bank of Sri Lanka, and various government ministries.

It functions as a one-stop platform for citizens and businesses to pay for government services directly from their bank apps or fintech solutions like iPay or HelaPay.

The platform is built to reduce friction, minimize cash handling, and improve revenue collection across all levels of government.

How It Works

Users access GovPay through their preferred banking or fintech app. Once logged in, they:

  1. Choose the government institution (e.g., Sri Lanka Police, University of Colombo).

  2. Select the service they wish to pay for (e.g., fines, fees, taxes).

  3. Enter required details and complete the payment in real time.

Receipts are generated instantly, and payments are logged securely using LankaPay’s infrastructure.

Why It Matters

Before GovPay, government payments often required in-person visits, cash handling, and slow processing. Now, citizens can pay from their phones—at home, at work, or on the move.

The system is designed not only for convenience but also to improve financial transparency, reduce bureaucratic inefficiencies, and make public services more accessible.
