Uzbekistan Launches IT Park and Innovation Sandbox to Drive Digital Growth

To support tech entrepreneurship and accelerate digital transformation, Uzbekistan is establishing a new IT Park with a regulatory sandbox and legal frameworks tailored for startups and innovation.

A National Vision for Digital Transformation

In February 2024, the Government of Uzbekistan issued a presidential decree to establish an International Digital Technology Center, commonly referred to as the Uzbekistan IT Park. The project is a central part of the country's "Digital Uzbekistan–2030" strategy, aimed at building a strong digital economy and nurturing homegrown innovation. Scheduled for full launch in May 2025, the IT Park represents a strategic move to strengthen Uzbekistan’s global standing in the tech sector by providing an environment where new ideas can develop within clear regulatory boundaries.

A Sandbox for Safe and Scalable Innovation

One of the key features of the IT Park is the inclusion of a regulatory sandbox a controlled legal framework that allows startups and tech companies to test new services, platforms, and technologies without facing immediate regulatory barriers. This includes fields such as fintech, e-commerce, artificial intelligence, and cybersecurity. The sandbox is complemented by government-backed intellectual property safeguards, simplified licensing procedures, and a support system for startups seeking local or international investment. These elements are designed to reduce risk, encourage experimentation, and ensure compliance with national and international standards.

Government Support and Strategic Infrastructure

The Uzbek government is providing both physical and institutional infrastructure to facilitate innovation. The IT Park will include coworking spaces, research facilities, mentorship programs, and access to high-speed digital networks. In addition, tax incentives and state grants are being made available to qualifying startups, further encouraging local and international participation. By integrating education, technology, and legal reform under one initiative, Uzbekistan aims to position the IT Park as a regional hub for digital entrepreneurship and public-private collaboration.
