At GITEX 2025, Abu Dhabi showcased the next stage of its digital transformation: TAMM 4.0, a platform that redefines how citizens and residents access public services.

Developed by the Department of Government Enablement (DGE), this system builds on years of e-government progress and integrates artificial intelligence across every layer of interaction.

More than an upgrade, it represents the UAE’s vision of an AI-native government, where automation and intelligence are not add-ons but part of the core infrastructure.

A Smarter Model for Public Services

The TAMM 4.0 platform brings together hundreds of digital government services Abu Dhabi already provides, aligning them under one AI-driven ecosystem. It’s designed to anticipate user needs, personalize communication, and reduce the number of steps required to complete any transaction.

Instead of separate departmental portals, the platform uses a unified interface connected through a secure data layer. The system can:
  • Recognize users and tailor information to their profiles.

  • Automate form-filling and document validation.

  • Integrate payments, authentication, and digital signatures seamlessly.

  • Learn from interactions to improve future service delivery.

This move toward intelligent automation reduces the burden on citizens while allowing government teams to focus on strategic planning and policy rather than routine processing.

How Artificial Intelligence Drives TAMM 4.0

Artificial intelligence is central to the platform’s architecture. TAMM 4.0 applies predictive analytics, machine learning, and natural-language interfaces to create what officials describe as a “cognitive government.”

Key AI-based features include:
  • Proactive services: The system can detect when a citizen may need a document renewal or registration update and initiate the process automatically.

  • Virtual assistants: Conversational interfaces powered by advanced AI support multiple languages and offer real-time guidance.

  • Process intelligence: Machine-learning algorithms identify bottlenecks in workflows and recommend optimizations.

  • Secure automation: Built on the AutoGov intelligent automation government framework, the system ensures efficiency without compromising privacy or cybersecurity.

These capabilities make TAMM 4.0 a foundation for what Abu Dhabi calls a “next-generation governance model,” where data, AI, and automation operate in harmony.

Why This Matters for Citizens

For residents, TAMM 4.0 translates into simpler and faster access to essential services — from business licensing and visa renewal to healthcare registration and education support. The experience is not limited to a single website; the platform connects through mobile apps, self-service kiosks, and even AI-powered chat channels.

It also ensures inclusivity by offering services in both Arabic and English, supporting accessibility features, and providing a consistent experience for every user, whether individual, business, or visitor.

A New Era of AI-Native Governance

The TAMM 4.0 initiative symbolizes Abu Dhabi’s shift toward integrated digital governance — where every service, from transport to housing, operates within one interconnected network. By embedding intelligence into workflows, the platform enhances transparency, security, and efficiency at scale.

The broader vision extends beyond Abu Dhabi: to position the UAE as a global model for adaptive and citizen-centric governance, where AI not only supports but actively shapes policymaking and service delivery.
