Miskolc Builds Digital Infrastructure

Miskolc’s AI project enhances public services by improving digital infrastructure, building digital skills, and evolving AI in government planning.

Miskolc, Hungary’s fourth-largest city, has launched an ambitious AI pilot program aimed at transforming itself from an industrial hub into a smart city

Spearheaded by the national government and local leaders, the project integrates AI in government operations, modernizes digital infrastructure, and fosters digital skills development to support better urban management and citizen services

What the Project Entails

The AI initiative, announced in April 2025, brings together city officials, academia, and the Ministry of Energy. Central to the program is M.I.SKOLC, an AI-based digital avatar that helped introduce the project publicly, underscoring its role in data-driven governance. 

Key areas of focus include:

  • Economic growth: AI tools will optimize business development and municipal operations.

  • Urban planning & tourism: Data insights aim to enhance planning decisions and visitor engagement.

  • Education & skills: Training programs strengthen residents' digital capabilities.

  • Citizen services: AI-driven chatbots and virtual support enhance administrative efficiency.

Integration of Digital Infrastructure

The city aims to centralize data from municipal entities—ranging from utilities to transportation—and apply AI for smarter decision-making. This constitutes a major upgrade in Miskolc’s digital infrastructure, enabling real-time monitoring and responsive urban systems.

Building Digital Skills & Public Services

A key objective is to equip public sector staff and the community with the necessary digital skills. The Dennis Gabor University’s AI Knowledge Centre leads training efforts, emphasizing responsible AI use across city departments. This capacity-building empowers public officials and local businesses alike.


Modernized public services include AI chatbots to assist citizens, virtual interfaces for tourism, and data-informed urban administration—all of which aim to improve access, responsiveness, and transparency.

Strategic Significance for Governance

This pilot aligns with Hungary’s national AI strategy and reflects a broader European shift toward integrating AI for public good. It positions Miskolc as a model for mid-sized cities seeking to leverage technology responsibly—focusing on digital sovereignty, operational efficiency, and civic empowerment.
