Laos Rolls Out Nationwide Digital ID Cards

Laos launches digital identity cards to modernize public services, strengthen digital infrastructure, and improve AI in government authentication.

Laos has taken a significant stride toward digital transformation with the rollout of digital identity cards nationwide. Launched in July 2024 and spearheaded by the Ministry of Public Security, the project is a cornerstone of the government's efforts to build a more connected and efficient digital infrastructure for delivering public services 

What Are the Digital ID Cards?

The new cards are electronic IDs stored digitally via a centralized Citizen Data Center. They replace traditional paper documents, offering secure, mobile-ready authentication. Issued initially in Vientiane, the cards link citizens’ legal identities with biometric data and encrypted personal information. The system allows offline and online verification, making it versatile for real-world and digital transactions.

Why It Matters for AI in Government

This initiative sets the stage for future AI in government integrations. By consolidating a trusted identity platform, Laos enables secure AI applications such as:

  • Biometric authentication for accessing social services.

  • Automated eligibility checks for welfare and subsidies.

  • AI-enabled analytics to detect identity fraud.

The digital ID cards provide the infrastructure required for safe and privacy-conscious AI use within government systems.

Strengthening Digital Infrastructure

Establishing a Citizen Data Center is a core part of this initiative. The center acts as a secure national repository for identity data while the Ministry provides training for technical staff and security forces, ensuring the system’s integrity. A new legal framework also supports its use, ensuring both data protection and proper administrative oversight.

Regional Cooperation

During the launch, Lao officials met with Vietnamese counterparts, signing a memorandum to collaborate on implementing digital ID systems. This regional partnership promotes technical alignment and sharing of best practices, enhancing cross-border recognition of digital identities and improving citizen mobility.
