Launched in October 2020, e‑Mongolia is Mongolia’s flagship digital government platform. It centralizes hundreds of public services into one online portal and mobile 

app, making access to key documents like driver’s licenses, passports, and business permits faster and more inclusive. Whether in Ulaanbaatar or remote regions, citizens 

can access services in just minutes.

What is e‑Mongolia?

e‑Mongolia is operated by the Ministry of Digital Development and Communications. As of 2025, it offers over 1,200 services from 86 government agencies, with more than 2 million users, nearly 88% of the adult population.

Key features include:
  • Web and mobile citizen portal access to public services.

  • Physical kiosks in rural areas.

  • Secure login using a digital signature or mobile banking.

  • AI-powered tools for easier form filling and service discovery.

Why It Matters

e‑Mongolia improves how public services are delivered, particularly in a geographically vast and sparsely populated country. It helps:

  • Save time – Most services take 2–5 minutes online instead of long physical visits.

  • Improve inclusion – Rural citizens access services via mobile or kiosks.

  • Reduce costs – Estimated savings of over MNT 700 billion (USD 200+ million).

  • Cut corruption – Minimizes in-person processes and paperwork.

Progress So Far

Since its launch:
  • Services increased from 181 to over 1,200.

  • Kiosks and AI features were added to improve reach and usability.

  • Citizens abroad can now access 800+ services remotely.

  • Public service delivery became more transparent and accessible through improved digital access.

Future Developments

The government aims to:
  • Expand AI integration for a better user experience.

  • Scale rural access points to reach 100% of the population.

  • Introduce digital voting and remote civil services for citizens abroad.
