Dubai Courts faced a challenge that affected clients,
partners, and the institution as a whole. Enforcement procedures relied on six
different electronic inquiry systems, creating heavy pressure on employees who
spent extensive time navigating scattered processes. This lack of integration
slowed execution timelines and complicated simple tasks. To understand the full
picture, Dubai Courts examined surveys, feedback channels, and operational
results to pinpoint the root causes and redesign the experience with clarity
and speed in mind.
Using a structured project management approach aligned with
institutional standards, Dubai Courts collaborated with multiple stakeholders
to reshape the workflow and reduce system risks. This effort produced Efsah —
an integrated digital platform that removes redundancies, automates essential
steps, and centralizes information. The results are significant: late requests
dropped from 16,000 to zero, customer journey steps decreased from six to
three, and service completion time was reduced from 160 hours to only five.
Requirements that previously needed documents are now retrieved automatically,
and customer visits have moved from an average of five to zero. These
improvements illustrate how the platform transformed the execution process from
a fragmented journey into a unified digital experience.
Efsah builds a more predictable and accessible path for
users and government entities. The platform allows the execution court to
obtain accurate, real-time financial information from government,
semi-government, and private entities without the need for repeated
applications. This proactive model increases execution rates, prevents the
diversion of assets, and ensures that judgment procedures meet targeted
timelines. Users benefit from reduced effort and cost, while government
entities see lower operational pressure due to automated processes and
consolidated system access. With more than 1.3 million sheets of paper saved,
the shift also supports Dubai’s paperless strategy and reduces environmental
impact.
Efsah’s impact reaches far beyond technical efficiency. By
ensuring that seizure decisions occur before assets can be moved or concealed,
the platform reinforces trust in the judiciary and supports Dubai’s strong
global standing in credit indicators. It also strengthens the Emirate’s
position as an attractive destination for investment and commercial activity.
The system encourages collaboration with qualified private-sector partners,
easing the workload on judicial teams and expanding service options for users.
Supported by Dubai Digital Authority standards and Dubai Courts’ modern
electronic infrastructure, Efsah continues to advance the Emirate’s vision of a
secure, efficient, and data-driven justice environment.
Efsah’s achievements were internationally recognized at the Global
Innovation Summit (GINS), where it was honored as “Distinguished
Innovation by Public Sector – Winners at the Global Innovation Summit (GINS)”.
