Bhutan, the Himalayan kingdom famed for its Gross National Happiness (GNH) philosophy, is bringing its ethos to urban development with the planned Gelephu Mindfulness City (GMC).

Stylized as the Gelephu Special Administrative Region (GeSAR), this vast 2,500 km² zone along Bhutan's southern border with India is envisioned as a world-first urban model—anchored in mindfulness, environmental stewardship, and modern innovation.

Vision and Planning

Announced in December 2023 by King Jigme Khesar Namgyel Wangchuck, GMC aims to merge spiritual values, sustainability, and contemporary economy. The project is being planned by international architects like Bjarke Ingels Group, incorporating low-rise, eco-friendly buildings, green energy, and abundant open spaces—all structured around Buddhist-inspired urban patterns.

Design priorities include:
  • Walkable, nature-integrated neighborhoods rooted in cultural heritage

  • Renewable energy infrastructure and carbon-negative goals

  • A transportation-first layout for bikes and EVs, rejecting single-use plastics

  • A blend of civic, spiritual, and commercial zones guided by GNH principles

Governance & Legal Framework

GMC will operate as a Special Administrative Region (SAR) with its own legal system, inspired by Singaporean company laws and Abu Dhabi Global Markets (ADGM) financial regulations.

Governance will be overseen by a local authority able to adapt provisions for local needs, ensuring flexibility and transparency.

Strategic Potential & Connectivity

Located at the India-Bhutan border, GMC serves as a gateway linking South and Southeast Asia. Plans include international airport development and a potential rail link to Assam—offering global connectivity for trade, investment, and tourism.

The city will be structured around seven economic clusters: spirituality, health and wellness, education, green technology, finance, agri-tech, and logistics. GMC seeks to nurture mindful capitalism and opportunities that resonate with Bhutan’s unique philosophical identity.
