U.S. Launches a Nationwide AI Strategy

On July 23, 2025, the White House unveiled Winning the Race: America’s AI Action Plan, a comprehensive roadmap to expand America’s artificial intelligence capabilities. The plan outlines more than 90 actions across federal agencies, supported by three executive orders, to boost AI innovation, upgrade national infrastructure, and cement the United States’ position as a global AI leader.

The strategy calls for removing outdated regulations that slow down AI development, speeding up approvals for data center construction, and ensuring that federal AI systems operate with transparency and fairness. It also focuses on preparing the workforce for AI-driven changes in the job market, with training programs aimed at both new graduates and workers seeking to reskill. Alongside domestic goals, the plan seeks to strengthen international partnerships to shape global AI rules that align with U.S. values.

Main Areas of the Plan

The Action Plan is built around three strategic pillars, each backed by targeted initiatives:

  1. Accelerating Innovation: Increase funding for AI research, support open-source development, and expand collaboration between universities, private companies, and federal agencies. Encourage AI adoption in sectors such as healthcare, energy, and national security.
  2. Building AI Infrastructure: Expand the number and capacity of high-performance data centers. Modernize the energy grid to support AI’s heavy computing demands. Improve broadband connectivity to ensure all regions can access AI technologies.
