Algeria Unveils National AI Strategy to Drive Digital Transformation

The newly established AI Council outlines a six-pillar roadmap to position Algeria as a regional leader in artificial intelligence.

In December 2024, Algeria's AI Council announced the adoption of a National Artificial Intelligence Strategy, aiming to integrate AI across various sectors and enhance the country's digital capabilities. The strategy focuses on supporting scientific research, cultivating an AI-enabling environment, and enhancing local capabilities.

What Is Algeria’s National AI Strategy?

The strategy encompasses six primary pillars:

  1. Advancing Research and Innovation: Supporting scientific research to foster AI development.

  2. Enhancing Skills Development: Building local expertise through education and training programs.

  3. Investing in Infrastructure: Developing robust data systems and digital infrastructure.

  4. Promoting Algeria’s AI Ecosystem: Encouraging the growth of AI startups and attracting investment.

  5. Establishing a Strong Regulatory Framework: Expanding the role of the Personal Data Protection Agency to oversee data protection and enforce AI regulations.

  6. Focusing on Priority Sectors: Implementing AI solutions in key areas such as healthcare, agriculture, and energy.

The AI Council, led by Professor Mérouane Debbah, is tasked with providing the government with recommendations on cross-sectorial strategy and national AI policy advice.

How It Works

The implementation of the strategy involves collaboration between government bodies, academic institutions, and industry stakeholders. Key initiatives include the creation of a national AI fund to support startups, the development of AI-focused educational programs, and the establishment of innovation hubs. 

Additionally, the strategy proposes expanding the Personal Data Protection Agency's role in overseeing data protection and enforcing AI regulations, alongside developing a legal framework to govern AI and extending current data privacy regulations to address AI-specific concerns.
